President and Chancellor

Dr. Horatius Jackie Williams is an internationally respected higher education leader, legal scholar, and visionary architect of global education reform whose career spans more than three decades across academia, international law, public policy, business leadership, and institutional development. As Founder, President, and Chancellor of Cavalla International University, Dr. Williams has established one of the most innovative student-centered educational systems in international higher education, recognized for its commitment to academic accessibility, flexibility, affordability, and global engagement.  Widely regarded as a transformative academic executive and institution builder, Dr. Williams has devoted his professional life to expanding access to quality education through progressive learning models that bridge theory, research, practical application, and international collaboration. Under his leadership, Cavalla International University has evolved from an emerging academic institution into a globally recognized university serving students across multiple continents through online, hybrid, and physical campus systems. 

Dr. Ciro Martinez

Vice Chancellor and Dean of Barclay College of Law

Dr. Martinez was born in Atlanta, Georgia. Since he could remember, he would see himself finding creative ways to solve other people's problems. At a young age, his family moved to Miami, Florida. He completed his elementary and middle school education at Saint Brendan Catholic School, where he graduated Valedictorian. He completed his high school education at Christopher Columbus High School, an all-boy Catholic prep school, where he graduated in the top ten percent of his class. For his scholastic and civic activities, he was inducted into the National Honor Society of Secondary Schools. Dr. Ciro Martinez II, as a result of his formal education in business, accounting, law, international business, and international law finds himself working in International Commodities, and the legal services industry, specifically in commercial litigation, general civil litigation, foreclosure defense, and business law, along with trust and estate planning, and wealth management, both domestically and internationally. As well as being in the Law profession, he initially worked in domestic and international banking, the finance industry, and is entrepreneurial.

Dr. Christopher Kempson

Vice Dean and Professor of Barclay College of Law

Dr. Christopher Kempson is a distinguished legal scholar and higher education administrator with over three decades of experience in academic leadership, curriculum development, and student affairs within university settings. As Vice Dean at Barclay College of Law, he oversees academic programs, faculty development, and strategic initiatives aimed at fostering academic excellence and institutional growth. He holds a Doctor of Juridical Science (SJD/Ph.D.), Master of Laws (LL.M.), Juris Doctor (J.D.), and Master of Criminal Justice, bringing comprehensive expertise in constitutional law, criminal law, and legal education. His scholarly work and practical experience inform innovative pedagogical strategies designed to enhance student engagement, critical thinking, and professional preparedness. Throughout his career, Dr. Kempson has demonstrated a strong commitment to academic mentorship and diversity. His leadership emphasizes inclusive excellence, promoting a collaborative academic environment that supports faculty development and student success. His interactive teaching methodology encourages rigorous intellectual discourse and the development of practical legal skills.

Dr. Raquel D. Williams

Vice President for Administration and Finance, Treasurer

Raquel Dela Cruz Williams is an accomplished financial executive and higher education leader, currently serving as the Vice President for Administration and Finance (VPAF) at Cavalla International University (CIU). Appointed to this executive role in 2015 by President and Chancellor Dr. Horatius Jackie Williams, she brings over 15 years of distinguished experience in higher education finance, along with nearly a decade in accounting and auditing within the hospitality industry. Mrs. Williams has held several key leadership roles within CIU prior to her appointment as Vice President, including Senior Director of Human Resources and General Auditor. Her deep institutional knowledge, coupled with her commitment to operational excellence, has made her an invaluable asset to the University’s long-term success. She holds a Bachelor’s degree in Accounting from Tomas Del Rosario University, and a Master of Business Administration (MBA) with an emphasis in Accounting and Doctor of Philosophy in  Business Management and Administration, specializing in Strategic Management, from Cavalla International University.

Dr. Rodrick Patterson

Vice President of Marketing, Enrollment Management and Students Affairs

Dr. Rodrick Patterson Jr. is an accomplished educator, leader, and marketing strategist with over a decade of experience in higher education, leadership development, and organizational management. As the Vice President of Enrollment and Marketing at Cavalla International University, Dr. Patterson leverages his extensive background in academia and military service to drive innovative strategies that promote student success and institutional growth. Dr. Patterson has served with distinction at some of the nation’s most reputable academic institutions, including Alabama A&M University, Southern New Hampshire University, Florida Christian University, Cavalla International University, and Purdue Global University. Across these roles, he has consistently demonstrated a deep commitment to enhancing enrollment strategies, developing innovative marketing campaigns, and fostering partnerships that strengthen institutional impact. In addition to his academic roles, Dr. Patterson serves as a Company Commander within the United States Army Recruiting Command (USAREC), where he leads a high-performing team of recruiters dedicated to identifying, attracting, and developing the next generation of military talent. 

Dr. Beatrice Bischof

Director, Public Relations & Advisor to the President

Dr. Beatrice Bischof is a distinguished Management Consultant, Public Relations and Marketing Specialist, Project Manager, Speaker, and Author, known for her strategic contributions at the intersection of international policy, interdisciplinary innovation, and technology-driven transformation. With a professional focus spanning digitalization, sustainability, and global knowledge exchange, Dr. Bischof is actively engaged in elevating businesses, governments, and institutions across Europe and the Middle East. Dr. Bischof earned her doctorate (Dr. rer. pol.) in Political Science from the prestigious Ludwig-Maximilians-University of Munich, where she also studied public law and literature, with an additional specialization in economic and social history. She began her career as a member of the management team of her family’s firm, Schreibmayr Co. Munich, before transitioning to media and communications through training as a television journalist at Kirchmediagroup. She later expanded her expertise in space innovation by completing advanced coursework at MIT Professional Education, with a focus on the New Space Economy.

Dr. Thomas Mark Carden

Thomas Mark Carden is a seasoned international tax expert and financial strategist with over 30 years of experience in the tax and financial services industry. He is the Founder and Director of American International Tax Advisers (AI Tax Advisers), a leading firm specializing in expatriate tax planning and compliance throughout Eastern Asia. As an Enrolled Agent, Mr. Carden is federally authorized to represent clients before the Internal Revenue Service (IRS), and is widely recognized for his depth of knowledge in international taxation and cross-border financial strategies. Mr. Carden began his professional journey in 1995, working alongside his father in the family CPA firm. He later advanced to become an International Expatriate Tax Specialist with the surviving successor of Arthur Andersen LLP, where he honed his expertise in global tax law. He holds a Bachelor’s degree in Global Business Management from the University of Phoenix and earned a Juris Scientiae Master (JSM) degree in International Taxation and Financial Services Law from Thomas Jefferson School of Law. In recognition of his exceptional contributions to tax education and global financial services, he was conferred an Honorary Doctor of Laws (LLD) by Cavalla International University.

Dr. Morris Koffa

Dr. Morris T. Koffa is an internationally recognized expert in environmental engineering, disaster and emergency management, and civil and construction engineering, with over two decades of professional experience in the United States and West Africa. He currently serves as an Environmental Engineer with the Department of Energy and Environment (DOEE) in Washington, DC, and is the Founder and Executive Director of Africa Environmental Watch (AEW), a leading environmental education and advocacy organization based in Liberia and the U.S. Dr. Koffa earned his PhD in Public Policy and Public Administration (specializing in Disaster and Emergency Management) from Walden University. He holds dual master’s degrees in Environmental Management and Public Policy and Disaster and Emergency Management from American Public University, along with advanced certifications in Environmental Law and Policy, Fire Science, Erosion Control, Green Infrastructure, and Floodplain Management. He holds a Bachelor of Science in Civil and Construction Engineering and an Associate of Science in Civil Technology from the University of the District of Columbia, and foundational technical training from Don Bosco Polytechnic College in Liberia.

Dr. Boakai Robertson

Dr. Boakai K. Robertson is Professor of Microbiology and Executive Director for the Center of Excellence in Forestry, Biodiversity, and Conservation. He served as Executive Director of Graduate Programs in the biological sciences at Alabama State University (ASU) and Vice President for Academic Affairs and Director of the Research and Innovation at Cavalla International University (CIU), currently serving on the Board of Directors of CIU. He served as the Chief of Party for HECA (Higher Education for Conservation). He also served as Chair of Institutional Biosafety and Director of EnvironMentors and Marine Biology programs. He is major advisor for several graduate and undergraduate students’ research and thesis. He received his M.S. and Ph.D. degrees fromCornell University in Environmental Microbiology and Toxicology, BS in Chemistry and  few years of Medicine at the A.M. Dogliotti College of Medicine, University of Liberia.

Dr. Hammed Massaley is a distinguished academic, environmental advocate, and seasoned educator with over 25 years of professional experience in higher education and public policy. With a multidisciplinary background that bridges education, environmental impact assessment, and public administration, Dr. Massaley brings a unique and holistic perspective to his leadership and teaching roles. He holds multiple advanced degrees, including a Ph.D. in Public Policy and Administration, and Master’s degrees in Environmental Impact Assessment, Special Education, and Mathematics. He also earned dual bachelor’s degrees in science education (Chemistry) and Forestry. His academic credentials reflect a deep commitment to cross-sectoral excellence and sustainable development. Dr. Massaley has served in various academic and administrative capacities, including Acting Vice President for Institutional Advancement & Community Outreach , Professor, Assistant Professor, Adjunct Faculty, and Dissertation Adviser for doctoral candidates. His teaching career spans several institutions, including The George Washington University, University of the Potomac, and Cavalla International University (CIU).

Licensed to practice law in both Nigeria and New York State, he is in good standing and widely respected for his integrity and legal acumen. His areas of practice include Immigration Law, Personal Injury, and Regulatory Compliance, with a strong focus on justice, client advocacy, and ethical practice. Mr. Okpuno holds an impressive academic background, including a Bachelor of Laws (LL.B.), Barrister at Law (B.L.), Master of Laws (LL.M.), Master of Arts in Criminal Justice (M.A.), and a Doctor of Juridical Science (J.S.D.). His scholarly depth complements his practical expertise, allowing him to approach complex legal issues with analytical precision and strategic insight. A Certified Money Laundering and Compliance Expert, Attorney Okpuno advises individuals, corporations, and institutions on regulatory frameworks, risk mitigation, and ethical best practices. Dr. Abebayehu Yilma

Dr. Ikechi Agbugba

Dr Ikechi Agbugba is the Director of African Agriculture/Agribusiness Studies & Policy, Economics & Technology Programs (PETS) and the Acting Dean, School of Undergraduate Studies at the Cavalla International University, USA. He is the Pioneer of the ‘Brain Re-Engineering Initiative (BRI or BRECR): Strategy for actualising the United Nations SDGs.’ The BRECR Initiative is registered at the United States Library of Congress Copyrights, Washington DC. Dr Ikechi is a profound food & agro economist with wide experiences in agriculture, agricultural marketing, digital marketing, business management,, project management, entrepreneurship development, food security, technology in agriculture (such as blockchain, AI and IOTs), among other areas. He has intense experience in developing project proposals which has been delivered in South African communities and has also been part of EU Horizon Funding, NUFFIC, ARC and WRC among other opportunities aligning with the SDGs agenda of the United Nations. He has twice consulted for the United Nations under the International Organisation for Migration (IOM) Connecting Diaspora for Development Project focused on train-the-trainers programme spearheaded by the Hague Office in the Netherlands. 

Dr. Emmanuel Ayeni

Dr. Emmanuel Shola Ayeni received a B.A from the University of Houston. Thereafter, Dr. Ayeni earned three law degrees including a JSD - - the PhD equivalent in law (the most advanced law degree in the U.S.) - - from the Thomas Jefferson School of Law. In addition to his PhD in Law, Dr. Ayeni holds an LL.M in International Taxation and Financial Services; Compliance and Risk Management from the Thomas Jefferson School of Law and a J.D. from the Thurgood Marshal School of Law, Houston. He has in-depth knowledge and experience in Transfer Pricing of tangible and intangible assets.  Dr. Ayeni also has knowledge in International Taxation and Financial Services; Compliance and Risk Management with an extensive, diversified and in-depth knowledge and experience in banking and financial services.  He also has demonstrable knowledge in Corporate and Personal tax management; APA; ALP; Tax Treaties and PE.  He has demonstrable knowledge in Tax Regimes, Arbitrage, Section 482 and Subpart F Income of Controlled Foreign Corporations.  The core of Dr. Ayeni’s knowledge involves the establishment of appropriate pricing arrangements for the cross-border transfer of goods, services, and intellectual property among related parties.

Dr. Ma. Aurora Caday

Dr. Ma. Aurora T. Caday has been part of CIU family for almost 3 years now. She is a distinguished professional with over two decades of experience across the fields of human resources, education, law, public administration, and strategic management. She currently serves as the Chief Human Resources Officer at Tim Hortons Philippines and holds academic leadership positions, including Research Director and Professorial Lecturer IV at the Universidad De Manila, where she also served as Program Chair for the Master of Public Administration program. A dynamic academic, Dr. Caday holds multiple postgraduate degrees including a Doctor in Business Administration (DBA), Juris Doctor (JD), Master in Business Administration (MBA), and Master in Public Administration (MPA). She is further pursuing Post Doctorate programs in Strategic Management and Strategic Human Resources Management at Philippine Christian University - Manila. Dr. Caday is internationally recognized as a Fellow of the Royal Institute of Human Resources and Business Administration (Singapore) and a Diplomate in Strategic Human Resource Management and Development. She is also a published author of academic textbooks, including titles on Philippine history, civic welfare, and national heroes.

Dr. Irene Cagula-Escauso

Dr. Irene May Cagula-Escauso is a seasoned IT professional and academic leader with over 13 years of experience in higher education. She currently serves as the IT Program Head at St. Francis Xavier College, Surigao City, Philippines, where she leads curriculum development, faculty training, and research initiatives. She holds a Doctor of Philosophy in Education with a specialization in Technology Management (PhD-TM) from Surigao del Norte State University and a Master in Information Technology (MIT) from Surigao State College of Technology. Throughout her career, she has played a pivotal role in advancing IT education, mentoring students, and spearheading innovative academic programs. Beyond academia, Dr. Escauso is actively involved in professional organizations, serving as the Regional President of the Philippine Society of Information Technology Educators (PSITE) and an appointed member of the Regional Quality Assurance Team (RQAT) of CHED-Caraga. She is also a National TVET Trainer for TESDA and a recognized resource speaker on Data Privacy Protection for DICT.

Dr. Cappriccieo Scates

Cappriccieo M. Scates is currently COO at Story Records/Capitol Christian Music Group, and an adjunct professor at SAE Institute in Atlanta, and Department Chair in The Department of Arts, Humanities, & Social Sciences at Cavalla International University. As COO, his day-to-day responsibilities cover a broad range of label duties and functions that include contract negotiations, product placement, distribution, marketing, artist relations, label services, etc. Prior to joining Story Records, he held positions as the Regional Director of Business Development and Artist Relations at Sound Royalties. President/CEO of Mytrell Records/Universal Music Group, General Manager at Arrow/Universal Records, Senior Director of Writer/Publisher Relations for SESAC, Director of Operations at PM Music Group and Director of National Radio Promotions for Ruffhouse/Columbia Records. Prior to SESAC, he served as Director of Operations for PM Music Group where he represented songwriters whose credits included Michael Jackson, Charlie Wilson and Beyonce. Further, he also spent time as Director of National Radio Promotions for Ruffhouse/Columbia Records and has been responsible for promoting the careers of artists such as: Fugees, Cypress Hill, Bone Thugs and Harmony, Alicia Keys and Boyz II Men.

Mr. S. Mynah C. Karmo

CIU Liberia Director/Chancellor

Mr. S. Mynah C. Karmo Sr. is a seasoned public health professional, educator, and entrepreneur with over two decades of experience in health management, education, and community development. Born on March 25, 1977, in Montserrado County, Liberia, Mr. Karmo is a candidate for a Doctorate of Philosophy (Ph.D.) in Public Health Management from Cavalla International University of America, with the degree submitted in December 2024. He also earned a Master of Public Health (MPH) in 2022 from the same institution and holds bachelor's degrees in both Biology & Chemistry and Public Administration & Sociology from United Methodist University, Liberia. Mr. Karmo is the Founder, President/CEO of Stamar Karmo Incorporated (SKI), an organization that has grown from grassroots beginnings into a multifaceted institution encompassing education, healthcare, and agriculture. Under his leadership, the Stamar Karmo School System evolved from an early childhood education center into a senior high school, while the Stamar Karmo Clinic expanded from a small medicine store into a fully functioning community health center. His passion for food security led to the establishment of Stamar Karmo Farm in Bomi County.

Dr. Ayebo Francine Laourou

Dr. Lewes Lim is a serial entrepreneur, lecturer, and researcher who also serves as a peer reviewer for PLOS ONE, a Scopus-indexed Q1 journal. He holds a Doctorate in Business Administration (DBA), a Ph.D. in Management, an MSc from Nanyang Technological University (NTU), and an LL.B. (Hons) law degree from the UK. In 2000, Dr. Lim founded SCAPA International Pte Ltd, a company built around a simple mission: separating "the Good from the Bad" through filtration. SCAPA is a leading solution provider for the treatment of semi-solid waste, using ceramic filter elements that achieve up to 99.99% filtration efficiency and withstand temperatures of up to 1,000°C. A Chartered Marketer with the Chartered Institute of Marketing (UK) and a law graduate with an LL.B. (Hons), Dr. Lim specializes in marketing, intellectual property application, entrepreneurship and innovation, and leadership management.
Since March 2000, Dr. Lim has served as Managing Director of SCAPA International Pte Ltd, holding overall responsibility for the company's profitability. With more than 20 years of experience spanning both marketing and engineering operations, he was trained in Shipbuilding and Offshore Engineering and has worked across technical and commercial functions throughout his career.

Professor George W. Alexander

Professor George W. Alexander has built a distinguished career at the intersection of academia, business, and public service. With advanced degrees in political science and business administration, he has served as a professor of Political Science and Business Management at the State University of New York (SUNY) and LIGS University in Prague, Czech Republic, where he has mentored countless students in leadership, strategy, and organizational development. Professor Alexander’s professional journey began after serving honorably in the United States Marine Corps, where he developed the discipline and leadership that would guide his future endeavors. He entered the business world as an accountant with Nowlen, Lynch and Stewart, CPAs in Palm Beach, Florida. There, he gained extensive experience preparing corporate and personal financial statements for high-net-worth individuals, auditing both businesses and government entities, and preparing personal, corporate, estate, and trust tax returns. His career advanced as he became a Chartered Wealth Manager, overseeing a $40 million investment fund and $60 million in construction loans and debt management, along with corporate cash flow management and restructuring.

Dr. Yoel Ghebreamlack currently serves as Acting Chairperson of the Department of Arts and Sciences and as a professor within the School of Graduate Studies at Cavalla International University. He also holds appointments as Adjunct Professor at Cavalla International University/Barclay College of Law. With ten years of extensive knowledge and experience across a remarkably broad range of disciplines, Yoel has built his career at the intersection of law, mental health, and human rights advocacy. His expertise spans clinical psychotherapy; United Nations High Commissioner for Refugees law affairs, including eligibility determination, local integration, and resettlement; and vulnerable adult maltreatment investigation, encompassing forensic accounting, financial fraud, sexual abuse, physical abuse, mental abuse, emotional abuse, caregiver neglect, self-neglect, and mental health assessment. He also brings deep experience in child protection case management and investigation, human rights law, public speaking, and teaching. A skilled linguist, Yoel is proficient in the interpretation, translation, and transliteration of ten different languages.
