Dr. Horatius Jackie Williams is an internationally respected higher education leader, legal scholar, and visionary architect of global education reform whose career spans more than three decades across academia, international law, public policy, business leadership, and institutional development. As Founder, President, and Chancellor of Cavalla International University, Dr. Williams has established one of the most innovative student-centered educational systems in international higher education, recognized for its commitment to academic accessibility, flexibility, affordability, and global engagement.

Widely regarded as a transformative academic executive and institution builder, Dr. Williams has devoted his professional life to expanding access to quality education through progressive learning models that bridge theory, research, practical application, and international collaboration. Under his leadership, Cavalla International University has evolved from an emerging academic institution into a globally recognized university serving students across multiple continents through online, hybrid, and physical campus systems.

As President and Chancellor, Dr. Williams serves as the chief executive officer and principal strategic leader of the university, overseeing institutional governance, academic affairs, legal compliance, fiscal administration, accreditation initiatives, global partnerships, and long-term strategic planning. His leadership philosophy centers on the belief that education should be intellectually rigorous, technologically adaptive, globally relevant, and accessible to learners regardless of geographic or economic barriers.

Dr. Williams pioneered CIU’s internationally focused educational framework, which integrates live professor-led instruction, accelerated academic pathways, self-paced guided learning models, hybrid and flexible semester systems, and research-centered and practice-oriented education. His innovative approach to educational delivery has enabled thousands of students worldwide to pursue advanced education within a supportive and globally connected academic environment.

In collaboration with the Board of Trustees, faculty leadership, and international advisory councils, Dr. Williams spearheaded the establishment of Cavalla International University’s first physical campus in Monrovia, Liberia, officially approved by Liberia’s National Commission on Higher Education in 2024, followed by the expansion into Rivercess County in 2025. These initiatives represent a landmark advancement in expanding affordable higher education access throughout West Africa.

Dr. Williams possesses a distinguished multidisciplinary academic portfolio reflecting expertise across law, business administration, education, environmental studies, and international policy. His academic credentials include a Doctor of Philosophy (PhD) in Educational Psychology; a Doctor of Juridical Science (SJD) in International Investment Law & Trade Relations; a Doctor of Philosophy (PhD) in Business Administration & Leadership; a Juris Doctor (JD); a Master of Laws (LLM) in International Taxation & Financial Services Law; a Master of Business Administration (MBA); a Master of Science (MS) in Environmental Economics, Compliance & Sustainability; a Bachelor of Arts in Organizational Management & Communication; and a Bachelor of Engineering Equivalent in Electrical Engineering. He also holds advanced professional certifications in project management, e-commerce systems, and educational administration.

Dr. Williams pursued advanced studies at several distinguished institutions, including Concordia University, University of St. Thomas, Nova Southeastern University, Thomas Jefferson School of Law, and Cavalla International University.

In addition to his academic leadership, Dr. Williams is recognized internationally for his work in international trade and investment law, international taxation and financial services, anti-money laundering and financial crimes, corporate governance and business law, human rights and international relations, environmental policy and sustainability, and educational policy and institutional development.

As Director of East Asia and Legal Consultant for American International Tax Advisers, he oversees international legal operations, regulatory compliance, taxation strategy, and cross-border business transactions. His work has included advising organizations on international corporate structures, transfer pricing, business acquisitions, immigration matters, estate planning, and financial compliance frameworks.

Earlier in his career, Dr. Williams served as an engineering and telecommunications consultant with the African Development Bank in Côte d’Ivoire, where he contributed to operational systems management, telecommunications review, and institutional infrastructure development.

A deeply respected educator and mentor, Dr. Williams continues to serve as Professor of Law, Business Administration, Educational Leadership, and Graduate Studies at Cavalla International University. His teaching and research interests include international law and trade relations, public policy and administration, business leadership and organizational development, human resource management, environmental studies and sustainability, criminal, corporate, and constitutional law, and dispute resolution and peace studies. His academic philosophy emphasizes Socratic engagement, research-based instruction, ethical leadership, and the integration of theoretical knowledge with practical application.

Beyond academia, Dr. Williams serves on numerous international advisory boards, nonprofit organizations, and educational councils, including as Chairman of the Board of Trustees at Cavalla International University, as a board member of Africa Environmental Watch, as an advisory board member of the American Academy of Financial Management, as a Global Advisory Council member of the GAFM Board of Standards, and as a board member of the Wade & Shafic Abraham Foundation. He additionally serves as CEO of Cavalla Group and official representative for Business Class Asia’s Thailand Office.

A Liberian-American educator and public intellectual, Dr. Williams is widely admired for his principled leadership, servant-hearted philosophy, and unwavering commitment to educational empowerment.
