In 2025, Dr. Johnson has been elevated to Provost of Cavalla International University. In 2024, Dr. Johnson was appointed by the President/Chancellor at Cavalla International University to serve as Acting Dean of Graduate Studies, and later elevated to Acting Vice Provost/Vice President of Academic Affairs/Dean of Graduate Studies, and later promoted to Associate Provost/Executive Vice President of Academic Affairs/Dean of Graduate Studies. In 2021, Dr. Johnson was appointed by Former Governor Larry Hogan (R) and confirmed by President of the United States to serve as Federal Hearing Officer on the United States Selective Service System Board for Maryland. Dr. Valencia T. Johnson currently works for the Social Security Administration – Office of Hearing Operation (formerly: Office of Disability, Adjudication, and Appeals Review (ODAR). Dr. Johnson also served in a detail at the Social Security Administration for the Office of the Chief Administrative Law Judge for Region 2 (New York). Dr. Johnson is a member of the National Judicial College in the United States. From 2018-2019, Dr. Johnson served as a member of the LGBTQ Commission, which she serves as a member on the Law and Policy Committee. From 2017-2017, Dr. Valencia Johnson was appointed by Baltimore City Mayor Catherine Pugh to oversee the Community Oversight Task Force (COTF), which is mandated by the Federal Court for the State of Maryland, and with the U.S. Department of Justice, is tasked with reviewing and recommending reforms to the current process for civilian oversight of the Baltimore Police Department. Dr. Johnson served as a Chairperson for the Community Oversight Task Force (COTF) for a short period of time, which Dr. Johnson served on the Community Oversight Task Force- Baltimore City and Institutions Committee.
In 2024, Dr. Johnson received the Fanny Jackson-Coppin Award, which is the highest academic achievement award from Coppin State University. Dr. Johnson has served in leadership positions such as Chairperson, Deputy Director, Lead Software Developer, Senior Software and Systems Engineer, Professor, Associate Campus Dean, Director of Human Resources and Job Placement, Administrative Law Judge (Hearing Officer), Assistant Chief HR Auditor, Management and Program Analyst, Unit Supervisor, Administrative Officer, and Director of Faculty and Academic Sustainability. Dr. Johnson is also featured on Member Spotlight for SecurityPlus Federal Credit Union. On August 4, 2015, Dr. Johnson was reappointed by the Council for International Exchange of Scholars (CIES) – Fulbright Scholars Program to serve as a Peer Reviewer for the Law Committee (2016-2017). On July 21, 2014, Dr. Johnson was appointed by the Council for International Exchange of Scholars (CIES) – Fulbright Scholars Program to serve as a Peer Reviewer for the Law Committee (2015-2016).
Dr. Johnson serves as an International Peer Reviewer that review and rank applicant’s application to conduct research across the United States and abroad. Dr. Johnson had the honor and privilege to submit awardees’ applications to the Fulbright Scholars Program, in-turn to the U.S. State Department and the United States Office of the President for confirmation. In 2024, Dr. Johnson received a Maryland Senatorial Citation for outstanding academics and professional achievement in her community. On June 25, 2014, Dr. Johnson was appointed an Executive Member by the President-Elect, Hon. William C. Hubbard to the Office of the President- Death Penalty Due Process Review Project. Dr. /Hon. Valencia T. Johnson was appointed and elevated to Chair of the Administrative and Government Law Committee for the Solo, Small Firm and General Practice Division for the American Bar Association from 01/2013 to 04/2014. ABA President and Chair-Elect, the Hon. Jennifer A. Rymell of the ABA Solo, Small Firm and General Practice Division elected Dr. Johnson to Co-Chair the Administrative and Government Law Committee for the Solo, Small Firm and General Practice Division for the American Bar Association. Dr. Johnson is the former President/Chief Executive Officer of V. Johnson & Associates, LLC. Dr. Johnson is an expert in law, technology, education, criminal justice, law enforcement, mediation, ministry, finance, business administration and management. Dr. Johnson is a frequent supporter/donator of the Military Order of the Purple Heart Foundation for serving all veterans and their families. Dr. Johnson is also a Member At Large for the Mayor’s Anti-Animal Abuse Advisory Commission for Baltimore City. Dr. Johnson is a Federal Bar Member, which she sits on JD Appellate Judges Conference, Young Lawyers Division, and Individual Public Lawyer Division. She is also a member of the Federal Bar Association’s – Taxation Section, Financial Institutions and the Economy Section, 9 th Circuit at Large, Federal Career Services Division, and Judiciary Division. Dr. Johnson is an ABA member, which she also sits on the JD Appellate Judges Conference and the Young Lawyers Division. Dr. Johnson served as a Regional Ambassador in the Educational Program at Concordia University-Portland School of Education. Dr. Johnson currently holds a 3.99 G.P.A. at Concordia University-Portland in the Doctorate of Educational Leadership (Ed.D) – Specialization: Educational Administration. In 2014, Dr. Johnson served as a Volunteer Editor of Walden University’s Journal of Educational Research and P ractice (JERAP) for the Richard W. Riley- College of Education and Leadership: Administration and Post-Secondary Division at Walden University . Dr. Johnson reviewed articles of educators to be published through Walden University’s Journal of Educational Research and Practice (JERAP), for example: K – 12, elementary, secondary, postsecondary, higher education, adult or community education, as well as more specific topical areas like technology, assessment, evaluation, curriculum, etc. From 2014- 2015, Dr. Johnson served as a Board Member for the following Boards: Advisory Board, Executive Board, Editorial Board, Financial Board, Health & Wellness Board, Oncology Board, Outreach Board, Strategic Board, and Technology Board for the Fight for Cancer Organization. Despite Dr. Johnson’s obstacles, Dr. Johnson is an outstanding leader, motivator, educator, volunteer, donator, and loving person that provides and contributes a lot to her community and the State of Maryland. Dr. Johnson is inspired by her Lord and Savior, Jesus Christ and her mother. Dr. Johnson’s judicial role models are former Chief Justice Constance Baker-Motley, United States District Court- Southern District of New York, and Justice Anne Claire Williams, United States Circuit Judge for the U.S. Court of Appeals for the Seventh Circuit – Northern District of Illinois. Dr. Johnson’s goal is to become a United States Magistrate Judge for the State of California, Maryland or District of Columbia. Dr. Johnson relies on her Lord and Savior, Jesus Christ, her mother Geraldine Johnson, family, friends, and love ones who have been an inspiration and motivators in her life. Dr. Johnson has participated in the Walden University “Build Kits for Kids,” for families living with autism. Dr. Johnson received the STAR Award from the Honorable Pamila Brown, Division Director (Private Setting) of the ABA Solo, Small Firm and General Practice Division for outstanding Chairperson of the Administrative & Government Law Committee. Dr. Johnson is featured in “ABA and Become a Leader” website. From 2013 to 2014, Dr. Johnson served as a Chairperson for the ABA Solo, Small Firm and General Practice Division- Administrative and Government Law Committee. Dr. Johnson was a Presidential Management Fellow Candidate in 2008 and 2009 under the 43 rd President of the United States, George W. Bush Administration. She also was a candidate and interviewed for the position as Secretary of Maryland Department of Labor, Licensing and Regulations, and Secretary of the Governor’s Office of Crime Control and Prevention for the O’Malley-Brown Administration in 2012.
Dr. Johnson is currently a part-time Educator for the Baltimore County Public School System since 2012 and a Volunteer Evaluator for the Middle States Commission of Higher Learning: Office of Volunteer & Accreditation Services since 2011. From 2010-2013, Dr. Johnson have held Gubernatorial Appointments from the Honorable Martin O’Malley, Governor of Maryland, and was unanimously confirmed by the Maryland Senate Executive Nominations Committee as a Volunteer Board Member (Hearing Officer) for the Maryland Department of Labor, Licensing and Regulations (DLLR), Office of Home and Mechanical Services- Heating, Ventilation, Air-Conditioning, Refrigeration Contractors (HVACR). From 2010-2011, Dr. Johnson have held Gubernatorial Appointments for the (2011-2012), Board Member (Hearing Officer), MD Department of Human Resources- Citizens Review Board for Children (CRBFC), (Region #3- Baltimore County); (2010- 2011), Board Member (Hearing Officer), MD Department of Labor, Licensing and Regulation: Office of Financial Regulations- Maryland Banking Board- Defunct Board; (2010- 2010), Board Member (Hearing Officer), MD Department of Labor, Licensing and Regulation: Office of Home and Mechanical Services- Maryland Board of Plumbing. In 2012, Dr. Johnson was recognized for her suggestion regarding government job cuts by the United States House of Representative, House Speaker- the Honorable John Boehner (R). From 2008-2009, Dr. Johnson was appointed to the Board of Directors at Destiny’s Angels, which is a group home for battered women and girls. Dr. Johnson has been featured in Strayer University FORUM magazine, BCCC Article, Maryland Community Mediation Brochure- State-Wide, Walden University Academic Column, University of Southern California- CALSUN, etc. Dr. Johnson was appointed by the Maryland Secretary of State, and represented by the Honorable Lisa A. Gladden, Senator of District #41, as a State Notary Public. From 2009- 2011, Dr. Johnson was a doctoral participant in data collection at Walden University, Capella University and Cornell University. Dr. Johnson is fluent is Spanish, French and Arabic.
From 2000-2005, Dr. Johnson has won various cases as a Probation Agent in Anne Arundel District and Circuit Court, and Howard County District Court. The honorable judges were Hon.
